Initial Audit Review Uncovers Can-of-Worms...

The forensic audit occurs in three phases: 1.) Initial interview, 2.) Review of books, 3.) Reconciliation of issues discovered.

Apparently, just the Initial Interview was so bad, the Auditors took the unusual step of notifying the City that serious issues are already afoot at the BCCLT that need to be addressed NOW - before the Auditors even begin Phase II.
